There is a known problem with certain versions of Internet Explorer and Netscape Navigator which causes PDF files not to display completely or not to display at all inside your browser window. There are two options that will help you to be able to view or access these forms or publications.

Option One
Save the PDF file to your hard drive and then open it from Acrobat Reader. To do this, follow the instructions below:

  1. Return to the page with the link to the PDF.
  2. Right-click on the link for the file that interests you.
  3. Highlight the "Save Target As" (Microsoft Internet Explorer) option or "Save Link As" (Netscape Navigator) option and save the PDF file to your hard drive.
  4. Open Acrobat Reader independently of your browser, locate and open the file you just downloaded.
Option Two
Set up your computer to display PDFs in a separate Adobe Acrobat application, rather than within a browser window. To do this, follow the instructions below:

Exit from Internet Explorer, Netscape Navigator, or other Internet Browser. Start up your Acrobat Reader independently of your browser, then for...

Acrobat 4.x or Acrobat Reader 4.x
  1. Open Adobe Acrobat or Acrobat Reader
  2. Select the File dropdown menu and highlight the Preferences then General options
  3. Deselect the check box next to "Web Browser Integration" (located in the bottom section of the General Options box), then click OK.
  4. Close Adobe Acrobat or Acrobat Reader
  5. Restart your Internet Browser
-- OR --

Acrobat 5.0 or Acrobat Reader 5.0
  1. Open Adobe Acrobat or Acrobat Reader
  2. Select the Edit dropdown menu and highlight the Preferences then General options
  3. Deselect the check box next to "Display PDF in browser" (located in the bottom section of the General Options box), then click OK.
  4. Close Adobe Acrobat or Acrobat Reader
  5. Restart your Internet Browser
Option Two Note:
The next time you select a link to a PDF file in Internet Explorer and Netscape Navigator, a dialog box will prompt you to specify what to do with the file. If you select "Open this file from its current location," Internet Explorer and Netscape Navigator open the PDF file in Acrobat 4.0 or later or Acrobat Reader 4.0 or later as a helper application. If you select "Save this file to disk," Internet Explorer and Netscape Navigator saves the PDF file to your hard disk, from where you can open it later.
